Personally, the way I would have done the badges would have been similar to the way they do it with arena/bg stuff.
When it came to add the second wave of badge loot, I would have simply made t4-instance loot available on the badge vendors along with a few new items for other slots or even recipes to appeal to casuals and raiders alike.
Now there is a new vendor then I would have added t5-instance to the badge vendors along with another batch of new stuff to appeal to others e.g. vortexs and epic gems that blizz are adding.
Doing something like this, the cutting edge (SWP) content would require you to have farmed the previous content, those looking to move into t6 could fill in any gaps they might have had from t5 and so on down the line, this would also have the benefit of eventually giving people that item like DST that had eluded them for over a year too.
With the badge system the way it is now, they should increase the costs of the newer items and increase the droprate of badges in harder content so that while you can still get the items from running karazhan over and over again, it is not the most efficient way to do it.
