Two examples with SF spam.
no haste
SF - (time saved from haste) + (lag+reaction time)
3.0s -0.0s + 0.2s =3.2s
.2 sec saved from haste
SF - (time saved from haste) + (lag+reaction time)
3.0s -0.2s + 0.2s =3.0s
IOW .2s in haste savings equal .2s in total casting time saved regardless of how little\much lag you have and regardless of how fast\slow your reaction time is

let's assume 20% haste (turning 3sec SF into 2.5sec)
3.0 cast + 0.2 lag = 3.2 total
2.5 cast + 0.2 lag = 2.7 total
for the simplicity (and getting whole numbers) assume 432 seconds of pure SF casting with no NG procs.
432sec/3.2sec -> 135 casts
432sec/2.7sec -> 160 casts
which turns out to be an effective casting speed increase to 160/135 = ~118.5%, or in other words 18.5% haste
the simple fact that u cast more often and get more intervals between casts, which are affected by lag, lowers the usefulness of haste
