That's interesting you say that, uh...ok. We're seeing the exact same issue with the token drops in our raids. Admittedly this is a very small sample size (9 total boss kills) but in those 9 kills (thus 27 tokens) we have had exactly 3 total conqueror drops. Whereas we're giving the vanquishers away.
