What's that got to do with anything? Why shouldn't you be able to use the same spec for PvE and PvP?
Balance! If Blood DKs are dominant in PvP to the point of being overpowered, they're going to get nerfed and it's going to affect raiding DPS and tanking DKs.

Have nothing to do with tanking in the specific. Rune balancing issues are a class design issue independent of spec or role.
It's affecting tanking the most. No one dies if a DPS doesn't have a cooldown up, misses one of his attacks or doesn't have a critical rune up.

If Blizzard pulls it off - and I'm not saying they will, but I'm at least willing to let them try - there won't be one "THE tanking spec". There will be several specs that maximize certain methods of tanking (avoidance tanking, spell tanking, aoe tanking, etc). They can then balance those specs, just like they balance feral vs resto vs balance, for example.
There will be a THE tanking spec for every given situation then, and does nothing other than to require the main DK tank to hearth and get resummoned for every boss fight.

Presumably Blizzard is aware of the reasons they've nerfed things in the past and won't make something with the intent to nerf it. There's also a MAJOR push through ALL the tanking classes in WotLK to gain threat from damage a lot more than they currently do.
The other classes already have a solid base for tanking. They're building upon that base by adding more damage to their existing abilities. It feels like DKs were built upon doing damage, and they're trying to tack tanking on top of that.
