It is bad right now with customization.. yes.
It could be a bit worse, still.
For example we have the wtwo 'high end' tanking staffs right now that both serve different purposes.
Perhaps one is better at most encounters - but the other one it better at a few encounters.
That's customization. At least a little bit -.-
