Since its crits do proc MW, it could be that it's treated something like DK's Frost strike (melee attack that does frost damage and ignores armor).
Also, can anybody who can post on the beta forum make this suggestion there since I don't have beta access to post there:
OLD Maelstrom Weapon
Requires 45 points in Enhancement talents
When you critically hit with a melee weapon, you reduce the cast time of your next Lightning Bolt, Chain Lightning or Lava Burst, Lesser Healing Wave, Healing Wave or Chain Heal spell by 4/8/12/16/20%. Stacks up to 5 times. Lasts 15 seconds.
NEW Maelstrom Weapon
Requires 45 points in Enhancement talents
When you critically hit with a melee weapon, you have a 20/40/60/80/100% chance to reduce the cast time of your next Lightning Bolt, Chain Lightning or Lava Burst, Lesser Healing Wave, Healing Wave or Chain Heal spell by 20%. Stacks up to 5 times. Lasts 15 seconds and critical hits with a melee weapon refresh the duration.
It would still have the same effect with 5/5 points spent in the talents, now it's either 5 or nothing and this change would allow putting 4,3, 2 or even 1 point in there and still make it viable by just having to wait longer for the full stack and not messing with swing timers and white damage.
