What's the consensus on the Fury of the Five Flights trinket from Sartharion?

Fury of the Five Flights - Thottbot: World of Warcraft

Some of the paladins I've talked to love it, and use it in a dual-AP trinket setup alongside Greatness. Others claim that a 20-stack takes too long to build up on anything but AoE pulls.

Also, I know "rate me and my spec" type questions are frowned upon, but I was wondering if I could get some gearing advice.

I don't seem to be able to exceed the 3.2k dps mark on single-target fights like Patchwerk, with my current gear and spec. I'm not quite hit capped, and a long way away from expertise capped, so that would contribute to my low dps, and I'm also still using the Titansteel Destroyer.

I've seen the posts from paladins like Odin who break 5k dps on Patch with capped Expertise, but he also used a Jawbone. I'm wondering which of the two are the most significant differences from my setup - aka, which is bottlenecking me more, the lack of expertise, or the lack of white damage range?
