Confirmed. I noticed the tooltip change as well and just checked and only saw a 15% increase per stack. At the moment the Arcane Blast glyph does nothing, so also uncheck that from Rawr for now (along with disabling "Allow Latency Combos") for accurate readings. This, at least with my gear and Rawr settings puts arcane dps only nominally above FFB (4700 vs 4630), and FFB is well above arcane+scorch (or fireball, but I have a DK in my raid with Razorice).

And now we play the waiting game for the live numbers to come in. Wonderful. I'm glad to know that blizzard hasn't retreated from their Knee jerk reactions.
