Now I haven't tried to verify this with WWS reports yet but my guess is the majority of SV hunters are using some variant of the 2/18/51 spec - which wouldn't necessarily result in a balanced survey. I switched just earlier today and will see for myself what the difference will be, but it seems that since the difference on paper is so small, and how many fights in WOTLK so far have been multi-target encounters, that either build could legitimately be considered, with the edge to either build resting on the specifics of the encounter.
