They always say they can't improve Rogue PvE DPS because it would make PvP Rogues over powered.
Well why not use the PvP flag to lower the DPS output when the Rogue is PvP'ing.
The other method is to enhance the Rogue's DPS if they are in an instance, sure you won't have all of your DPS for farming or leveling.
Either of these mechanisms are easy to implement and the PvE Rogues would finally be separated from their PvP collar.
