Theoretically it may be possible to come up with a "best" set of gear but in reality most of us(if any) will not be able to pick and choose every piece of gear we want. Everyone knows what it is like to run something over and over hoping for that one piece of gear and never seeing it/watching it go to group members. And if we cannot get that one piece of gear to make the perfect setup, then the whole thing may not quite work. It has been said before, the best thing to do when choosing gear is to trust your spreadsheet/simcraft. Your question about getting hit capped through gear or talents could also be answered by a good spreadsheet. It may depend on the gear you already have.

Not that I wouldn't love to have the gear setup you made.
