Like I posted earlier today (or yesterday), I did my own small test on this. I started shooting MS, but jumped before the shot actually got fired. I did see GCD starting and getting canceled. So to me it does seem like MS works just like any other shot: GCD starts immediately when the cast starts. No extra delays.

multi has a .5 sec hidden cast time, this pushes the gcd back, and prevents you from using it while moving
