Surge of Light was never intended to be an OO5SR regen mechanic, so it hasn't been nerfed in the least. IHC potentially has lost some of its luster, but it remains a throughput / mana reduction talent that is superb in its placement in the tree. Besides that, there has been some hints that they will be changing the way the talents work anyway, so your doom & gloom prediction is early.

Try to keep the overblown pronunciations to a minimum, or at the very least, back them up with some math.

Bottom line is that we have up to 7 talent points in IHC/SoL flat out nerfed.
