Combat with full CDs running energy can and does cap unfortunately, wish it didn't. It's a minor thing, but you do get GCD limited at times. Unfortunate CP proc+RA proc while AR is running and boom, GCD limited.
That said, you're repeating what I've said above yet disagreeing with it. Yellow attacks do not benefit from haste (in a meaningful way), just as I said above.

This means that haste only benefits our white melee damage and our IP progs, which collectively are around 50% of the total.

And CP/FA as well, going back to yellow. And again, nitpicking aside, well, I did in fact say exactly what you're claiming in my original reply, that haste does not benefit our specials.

By contrast, most of a caster's total output benefits from haste, with the only exception being dots.
