Havoc I don't think noob's view is perfect, but I believe your view is not entirely correct either. Your healing pattern is not centered around doing X renews followed by Y flash heals. But neither is it casting 1 renew every 12 seconds with flash heal spam in between.
Depending on how you as a player respond to this change in casting time and GCD, you may decide to cast renew relatively less often, or keep it the same. I think we can all agree however, that we're unlikely to cast renew relatively more. The conclusion then has to be that if you have renew in your healing pattern, it is likely that 1% haste will not result in a 1% HPS increase.
Note that HPS is not the only advantage haste may have.

Let's say haste won't make me actively chose renew more or less, but the end result is likely a lower relative usage of the spell. Renew is cast now only when it runs out on the tank(s), and my guess is that nearly everyone uses it like that.
