This would justify the spell having a lower base/coefficient and effectively be a 'raid boss only' spell in implementation, since your PvP options for a 6s cast spell that requires a Frozen target to be worth it in any sense of the word are slim to none...although concievably this could cause issues with a stacked Frost arena team or the like.
