The nerf to TG is not implemented YET. It will be only in patch 3.1 (in 1-3months) so you still gotta wear 2x 2H as of now.

Some people did a bit of raw testing for DW 1h VS TG on the PTR and from what it seems right now, they seem roughly equal in terms of DPS.
