Class changes seem to be very reactive. Arcane was buffed when it was falling flat. It was nerfed when it became too powerful. At the moment in PvE I'd say it's performing as it should be. The most likely scenario is that if arcane falls behind in Ulduar it will get buffed in a later patch. I highly doubt it will get tweaks in anticpation of future scaling issues.

Yeah, that's the problem though. Blizzard is constantly using duct tape to fix their leaks. They should be able to anticipate where the game is going and fix the problem immediately. There is certainly a tweak that could be made to either the Arcane tree or to future itemization that would prevent scaling issues. Fix it now rather than waiting for the tree to be substandard again. If you really think about it, it's insane all the changes Blizzard is doing to all classes four years after launch. They are constantly putting themselves in a position to have to play catchup. It's as if the company has two heads that refuse to talk with each other.
As of right now, we can safely state that a mage in Ulduar gear will perform better with a Fire spec than an Arcane spec. If we know that, then Blizzard knows that. Is their solution really to cross that bridge when they come to it?
