You probably need to learn to read patch notes before making a thread on our forum asking an idiotic question. Making it a thread of its own was just the crowning achievement of dumb.

Did a search and saw noone mentioned this.
I am on PTR on Brill and did a test with flame shock. 316 ticks and not one crit. So can confirm that at least OUR dots are not critting at all. It would be nice if they did but I guess our damage over time component is not going to get the dot love as other classes will.
