I don't mind having to choose when to use KS manually; the downside of the change is just that it adds another GCD to juggle in an already messy attack queue. As it stands on live, if KS had a GCD attached it would still be second priority to ES since ES does equal or more damage, procs more things, and has a shorter cooldown so a delay in casting it hurts its DPS more.
