I know it's a ptr and things can change, but so far it looks like blizz wants to nerf our regen more and maybe even gem for some thing else other than INT.

I noticed this as well, and it really feels like blizz knows pallys don'y particularly want mp5 and there solution, rather than making mp5 more desirable, is to make it unavoidable.
