Well, that's that.
I don't expect any more changes to the rogue class as a whole this PTR. With this latest change blizzard have made it abundantly clear that they are not interested in reshaping the assassination tree (at least not in 3.1). Rogues were simply not a major focus this patch, if you count out all the fixes to mechanics being used differently than intended (shiv, poison change) there have been very little changes to the rogue class this patch.
I guess the choices for 3.1 are to either go with a well rounded and useful tree, or spec a broken tree with either HaT or HfB to make up for it.
