Frost needs a new spell. Thats all there is to it. Replenishment is not the answer, even if it were working properly. We need a high damage PvE oriented spell that both increases our damage and gives us SOME sort of 'rotation' other than Frostbolt spam. Not to wishlist, but:
New Frost PvE Spell: Your Frostbolt Crits grant you the 'debuff application buff' which lasts 5 seconds. This buff allows you to stack the 'New Frost PvE Spell' debuff to your target, which does x damage over y seconds, which stacks up to 5 times. If the target becomes rooted, the debuff falls off.
So the boss encounter starts. Your first Frostbolt Crits and you gain this buff. This allows the use of the new spell which applies the DoT debuff. Once you have Crit 5 times you will have applied to Debuff 5 times. The buff we gain that allows use of the DoT should be very short duration and the Dot duration should be refreshed each time it is applied. The dot should be removed if the target becomes rooted so that its essentially a raid spell only (not unreasonable considering Deep Freeze is 100% useless against bosses). Tune damage to be a large DPS increase in PvE, and removing the debuff once a target is rooted prevents its extensive use in PvP.
Edit: Its damage could also be tied in some way to Winters Chill to prevent stacking the debuff on an off target while gaining the buff charges on a main target (spam frostbolt on the warrior while stacking the DoT on his healer).
