My suggestion would be to make a talent like Improved Winters Chill, that adds 2% (or a set number) damage by Frostbolt per stack. This would be a small, almost neglectable buff for PvP, but could prove to be the dps fix frost so badly needs.

I tend to agree with this as well, I think that the most logical solution would be adding some other spell to the non-existing frost rotation, for example:
- Keeping the efect on Brain Freeze as it is, since it might interest some PVP'ers but adding a second effect like "your next frostfire bolt causes 100% extra damage" or "your two next frostfire bolts cause 50% extra damage". This way the FFB was doing more damage but still could be countered in PVP since it's not instant.
- Adjusting the FoF as extensively described in Lhivera's frost topic or,
- Simply reworking the Deep Freeze spell so it could be used in a PVE situation as well (and this to me seems the best logic option since all other classes 51 point are useable in most PVE PVP scenarios)
Of course that all of these would have to be extensively tested and balanced, but with so many possibilities, it's really mind blowing why Blizzard doesn't trow something to the frost tree in such a long time...
