I believe an accurate list for Spark priority would be; (healers only)

1a) Resto Druid
1b) Holy/Disc Priest
2) Holy paladin and Shaman

I am not sure if this works on DoTs, but if it did one could make a strong arguement for Shadow Priests and Warlocks to be included in that list.
