However, you can lifetap while moving such that it doesn't mess with your rotation when you have time to dps. You can't incinerate while moving.

In other words, it is a fairly close call and depends on your preferred playstyle.
I can imagine people not wanting to have their dps rely partially on Life tap, but rather take the Incinerate glyph.
Personal choice.
For Affliction however (or non-Incinerate builds in general), Lifetap glyph doesn't really have dps-competition.
