To cover the point of scorch glyph vs. dps glyphs:
With the gear I have (naxx 25) and buffs selected: Molten Armor is the weakest glyph granting me 159 dps.
Fireball DPS: 4937
Scorch DPS: 3114
Scorch cast time: 1.2s
* these numbers assume fully debuffed target, ie. having 5 stacks of scorch, I'll ignore that since the difference shouldn't matter since both scorch and fireball are effected
Lets assume the only difference between having scorch glyph or not is 4 extra scorches you need to do.
4 scorches is: 4*1.2 seconds * (4937 - 3114) = 8750.6 damage lost
So how long the fight should be for MA glyph to be better then Imp. Scorch: 8750.6 / 159 or 55 seconds.
That means if the fight length > 55 seconds it's better to NOT glyph Imp. Scorch, on a fight 6 minutes long you can screw up around 5 tmes with refreshing scorch before it's better to have glyphed Imp. Scorch.
Conclusion, there is no reason to glyph Improved Scorch, it's a straight dps loss vs. the 'worst' glyph we have available, the only fight I can think of where it might be beneficial is Freya.
Notes
1. I realize this is a very simplistic way to compare them but it should give a rough rule of thumb.
2. Since MA scales with gear it will become better with Ulduar gear.
3. If you have another fire mage in raid the value of Imp. Scorch glyph is lowered even more.
