Did the smart fix. Latency dropped by ~100. Best I can get on EVDO! See above response for regeming and enchant changes. All done as suggested. Glyphs are as specified on page 1 - SerpS, IAotH, SS, Mend, Feign, and Revive.

I am stumped. My gear is not bad at all. I can not figure out why my typical (base) DPS is so much lower then other hunters I have encountered. I would think shot rot must be it, but I have spent a lot of time focusing on it. Can't see how it could have such a dramatic (1000+ DPS drop) just for missing a SerpS refresh now and again (manual weave).
