D&D, Howling Blast, Blood Boil, Pestilence, and Heart Strike would all ruin CC. To the best of my knowledge, unless it explictly states otherwise in the tooltip (i.e. Wandering plague), they would hit CCed targets.

The rotation you listed seems to have an extra blood rune left over. PS>IT>SS>BS>BS>UB>DC would use it. Also, the rotation would depend on single target vs aoe.

PS>IT>SS>BS>BS>UB>DC
SS>SS>SS>RDP
SS renewing Diseases would dictate next rotation

D&D>PS>IT>Pest>UB
SS>SS>BB>...BB?
The secon rotation is hard to say because you know have a Death Rune (from Pest) and a Blood Rune from D&D. This won't be back on track until another rotation. You could just drop out another BB, or you could grab Frenzy and use the DR there.

I think the bigger concern is 1/3 Morbidity on a build bragging about how well DC scales. Also, I'd be concerned about using D&D without Subversion. At any rate, I would ignore the "avoid ArP" on anything that uses so many physical attacks. Would it rely on ArP as much as, say, Blood? No, but ArP would still be welcome on all that BS/PS/SS you're delivering (and for BCB unless I'm mistaken).
