Both WotN and AD get better with higher health pools.
Will of the Necropolis is simply superior because every 15sec it has the potential to save your life.
It's not the matter of reducing incoming damage by a flat dps figure - that sounds more like modeling paladin's 100% block.
Maybe I am biased, but if WotN saves DK's life once on Snaplasher, or Assault Bot, or Vezax, it's still infinitely better in those situations than AD, because a paladin with AD would be dead.
