So i got 4th piece of t8.5 yday. Had some tests on Iron Council, Koloarn, Auriya and some dummies after the raid. It is indeed true that proc doesnt have internal cooldown and it is being eaten by a starfire cast if it procs while casting. So in my opinion with current (buggy) situation to get most benefit from the proc you have to use solar rotation, and spamming wrath during eclipse cd, that maximises Insect swarm uptime and makes proc not get eaten by starfire cast, since 80% of the rotation your spamming wraths.
Rotation i used :
Moonfire --> Starfire (untill sclipse procs) --> IS --> Wrath (untill eclipse is over) --> Moonfire --> IS --> Wrath (untill eclipse has ~4sec cd left), note that you still make use of glyph of starfire in this rotation, althought the total moonfire uptime is drastically reduced. Throwing off instant starfires as soon as it proced is important to prevent buff selfrefreshing, in my opnion this is dps gain even under eclipse effect.
