Look at the insane amount of hit on Ulduar gear. My gawd. Two trinkets with over 105 hit rating. There is an item for every single slot with between 30-60 hit. In fact, I see a scenario coming where it would be quite difficult to put together a 10% hit set. 13/58 is the vastly superior long-term solution due to 1) better scaling and 2) better survivability thanks to SL.
In the very short-term, 3/13/55 might do a tad more dps, but its really not worth it unless you are absolutely gimping to reach 13% hit. So in summary, I can see only a handful of specific situations (related to your own personal gear set) which would truly validate 3/13/55.
