You sure? It clearly says when the buff is active. If the buff isn't active when you have a clear cast then you wouldn't get 10% damage bonus. The question is does a boomkin buff satisfy this requirement. It is clearly obvious that their buff over writes ours.
Are you saying its passive to the talent? If so, the wording is horrible and how would I double check that?
