Does anyone know a good lightweight addon that would allow you to do this?
I'd prefer it if they were little icons of each of the spells that could be moved around individually or as a row/grid shown as highlighted if its active and faded if its not active, for example.
Any ideas?
EDIT: Just to be clear, an addon like NeedToKnow already does too much, I don't care about the duration from the spell and I don't care who's spell it is. I guess you could describe what I want as a very very very minimalistic debuff filter
EDIT2: Now that I've thought about it some more, I'll try and write my own addon, since what I want is something very very specific that there probably won't be any existing addon that can fulfill my needs. If anyone is intrested in an addon like this, just let me know.

after reading your post i decided that I wanted the same kind of addon. looking around i picked up satrina buff frames and i think i have been able to accomplish this.
ill point you to
Flowing
read about buff bar flowing and custom filters
after you read this page you are going to want to set up 2 custom buff bars. one bar will be the parent the other the child. in one of these bars set it up to monitor your buffs. im looking for ele oath, clearcasting, boomkin aura, tow, bloodfury and trinkets. Then the 2nd bar you set up will be a target debuffs (ebon, misery, coe, w/e).
ill pop a screenshot later today
