ISS is a complete piece of crap talent.
it has 5/10/15% chance to proc on a shot with frequency of about once in 4 sec, which means it'll proc once approximately every 80/40/27 sec. Now, it increases next chimera, aimed, or arcane shot damage by 15%. It sounds nice at first, but in reality it isn't. First, it only affects the shot part of the chimera and not the serpent effect part of it. Second, because it procs when steady shot hits the target, you most likely already fired your next shot, so you can't make sure to use the proc on your most damaging shot, chimera shot. A lot of times, arcane will eat up the proc. Now let's look at the actual damage boost. Chimera's shot part averages about 7500 damage, while arcane and aimed averages about 5000 and 6000 respectively in best in slot gear. Assuming ISS proc will be used on random shot (it is more likely to be used on arcane shot as it has shorter cd, but let's make the math easier), it'll gain you about 925 damage on average. So ISS will gives you approximately 12/23/34 dps, or about 11 dps per point (that's about 0.14% dps increase per point. SERIOUSLY! 0.14%). Let's compare this to silencing shot, which hits for about 1800 damage. It has 20 sec cd, and it's not on gcd, so it simply adds 90 dps. So the dps difference would be about 80 dps.
Your reasoning is that silencing shot is highly mana ineffective. However, even using silencing shot, with full raid buff including JoW, you can last about 7 minutes. So there is really no fight that would make mana a problem (vezax doesn't count, because thrill of the hunt works on this fight, and hunters blow on this fight neway).
