As someone who's run afoul of our disciplinary system once or twice (or seven times) yourself, I expect you understand the mentality I am trying to combat with this infraction. The average idiot's thought process goes like this:
1. Post something stupid or otherwise against the rules
2. Someone answers the question
3. Receive infraction for terrible post
4. That's no big deal, I got my answer anyhow.
They learn nothing from this exchange. What we need to do is stop answering people too dumb to type out a simple sentence, use Search, or otherwise help themselves beyond drooling onto the keyboard and hoping it short-circuits in a way that conveys their intent.
In short: if a post clearly violates the rules like the one you replied to, don't reply to it. You're only feeding the poster's laziness.

I can't answer your pvp question, but the caps are 263 hit rating and 26 expertise (6.5%), dpssing as cat from the back. As bear you can use more expertise 56 for, said to be, 14% parry cap on most bosses. But 26 expertise should really be your minimim as bear since dodge cap is at 6.5%.
Click on my character to the left and you can see my stats. I might be wearing tanking gear and I am not completely capped. Sometimes you have to sacrifice a cap to get some other great item in.
As to gemming I choose agility mostly, but you should be aiming for armor penetration gems once capped. Strength used to be better then agility but since 3.1 agility is better then strength. So if you are looking for food, get yourself hit, expertise or agility food.
Download rawr (google for it). It is a real good tool you can use. And for now, just equip every epic you can get your hands on.
