Repentance is actually exceptionally good in certain 3's combos. For example, in my Ret/Surv/Resto Shaman we use it on CC trains (Repent, Wyvern, Hex, HoJ) to keep a healer locked out while we burst down a DPS. When you're playing a cleave comp that doesn't bother to CC it might not seem to be greatly useful, but its actually a very potent ability. It's also saved my ass loads of times in PvE as well.
The issue becomes that we're forced to use our CC's a methods of closing distance, something no other melee has to worry about. It is the equivalent of a Kitty having to pop out and throw a cyclone just to catch up to someone. That is what needs to be addressed.

having not began arena's and focusing mainly on PvE (guild im with just got naxx10man and os10 on farm and we are now working on getting Naxx25 and OS25 on farm i never have a real use for repentace even soloing my dailies i never need it. In BG's and world PvP i often find it a waste to use as well and use HoJ to close range
