I would think 19 spellpower > 9 spellpower + 8 haste + 6 spirit

You may want to input all that into Rawr to verify, but from what I assumed, you want to stack straight spell power gems 100% of the time unless you require hit, or the socket bonus is at least +6 spellpower.
