Personally i wasn't surprised when i saw the "to 50%" buff on Blood Strike. GC has said in the past that they didn't like how HS was a complete replacement over BS and they thought of making BS the ability to use for single target while HS being the multi-target attack of the Blood tree. Plus there's the other benefit that regardless of spec, everyone can use BS which could lead to an increase in TPS or make up for the nerfs to Frost Strike and, in our case, Scourge Strike.
