Unfortunately if you had even bothered to read back a page or two, you'd have seen that this was already discussed. Old news is old.

I have just purchased the badge Libram, no extensive testing yet just Razorscale, the proc had 100% uptime the whole of his ground phase.

After a few more bosses, the libram proc has a very high proc rate, no ICD, I have noticed it drop off when SoV dot is rolling once.

Probably bugged... 200 str 95% uptime.
