I've found this statement in the comments about the trinket;

Now me , im a moonkin and well , the trinket generates charges everytime a star of my starfall spell lands. This means i can almost get the full use out of this trinket , i believe its about 2 Seconds to charge all the stacks up. When used correctly just when your starting a boss encounter or the lunar eclipse , this can give a nice dps boost indeed  .
Also , im not a dps !@#$% and such . so this trinket will prove worthy on fights where mana can be a issue and is needed for the healers , so i can safely spend my innervate on them without getting OOM.
