Recount will show you both your percentage of overhealing as compared to the other healers AND what percentage of your own heals are overheals.
If your dps and healers need 12k heals regularly without overhealing, they're standing in fire or other such unnecessary damage way too often. Are you tank healing or raid healing?

Tidal waves is only effective for the 2 healing waves immediately following a riptide or lesser healing wave. Whereas chain heal cast time is not dependent upon any other spell. So under your very specific circumstances, RT-HW-HW may be faster than CH-CH, but you're staking the times upon always using a set rotation. That's been addressed repeatedly in this thread.

Presuming the 30% health individual is in range, Chain Heal would jump to them before a 90% health player. Chain heal is a "smart heal" in that sense. Unless your crit is ridiculously high or RNG really loves you, AA does not proc off of every single Healing Wave. If it's proccing off of Riptide, the heals from it will be much lower. Whereas with conscientious casting, CH will always hit it's 2nd, 3rd, and (if glyphed) 4th targets.
It is a vastly more effective tool when the shaman has a bit of situational awareness. I've not found it difficult to take a quick look at the raid, and know that when I hit Person A with chain heal, it's likely to hit B,C, and D; then to plan my next cast to hit person E who's 20 yards away from A.
