New PTR Build incoming. Time to spin the Wheel of Nerf!

Out of 20 spots on the wheel, we have the following:

1-3 = Change to Blood Strike's dmg modifier, random amount.
4-5 = Frost Aura has it's mitigation and/or hp bonus changed up or down by 3-5%
6 = SS gets buffed by 5% for one PTR build.
7-8 = SS gets reduced by 5% permanently.
9 = Dancing Rune Weapon has it's duration doubled, but the amount of damage it does is cut by 75%.
10 = 1 Random DK Glyph is changed to something completely different.
11-13 = The 21 point talent switches places with the 51 point talent. 11 for Blood, 12 for Frost, 13 for Unholy.
14 = Dancing Rune Weapon has it's duration cut in half, but the amount of damage it does is buffed by 25%.
15 = If Bone Shield has 4 charges, it now has 3. If it has 3, it now has 4. If Bone Shield CD is 1 min, it is now 2 min, and if it's currently 2 min, it's reduced to 1 min. Regardless of either of these, it's effective dmg mitigation is reduced by 5%.
16 = Blood of the North is now 5 talent points. I mean, 3. No, 5. Fuck it, lets just split the difference and call it 4.
17-19 = No changes this week. That you know of, muhahah!
20 = Win a Trip to Haiti!
