CoE should be used when the 13% magic damage debuff isn't provided by another class, either a Moonkin or DK specced into Ebon Plaguebringer. In a properly stacked raid, the debuff will be provided and you should use CoD when there are more than 60 sec remaining in a fight, otherwise use CoA.
