I've done no math done on the matter, but it has been done somewhere though, still I believe you get the best performance by using it right away for 2 main reasons:
- You might not have enough time to stack 3x Arcane Blast
- If you get another Missile Barrage while getting the 3x Arcane Blast then the T8 Bonus was wasted
Either way, you should consider trying to manage your gear looking for possible upgrades to the 4T8 because the benefit from it to arcane is minimal right now and suppressed easily by better level items. In most situations i believe the use of Arcane Missiles without 3x Arcane Blast will be a loss of time that you could be using stacking your next Arcane Blast's.
