Using the my HEP numbers and assuming you use Chain Heal 60% of the time then I've napkined the following numbers.
Gem the resto hat for 10% haste/5 Mp5
45.91 * 5 * .5106 = 117.21 * 60% = ~70 ... this is approx what the 5% crit is worth
40 * .8936 = ~36 ... this is the extra Mp5
Total 106 HEP
Vs
Gemmed for haste and subtracting the 10 pts from the resto gem
94 haste * 1.659 = 156 HEP
Seems to me the Ele helm is a far superior piece.

For you, it may very well be so if CH comprises up of 60% of your healing and shaman_hep says those are the numbers for your HEP.
