It depends on your playstyle, but if you're spamming a lot PW:S, haste is nearly useless for you.
You just need a little haste rating to have a 1.0s GCD (and cast time for 1.5s base cast-time spells) when borrowed time is up, which is the minimum you can get (unless bloodlust / heroism).
Obviously, if you're tankhealing, you're not in this case, and haste is always profitable.
Spirit will give you a little regen at least, even if Int is better for that purpose.
The trouble of gearing for PW:S spam is that you are interested in nearly only spellpower and int, and marginally in the other stats (crit for the PW:S glyph, haste for the few other spells you cast. and spirit for a little more regen).
