does more dps than this

and not only that but from what i have understand a spec like the one below
spec3 should do more dps than the spec 2.

But with Rawr it does 2000 dps less

can you please suggest me an optimum spec for raiding in ICC, because i am very confused atm. Thank you in advance for all the help my shaman is
