For what it's worth, this is happening for Protection and not Retribution because of Judgements of the Just; the seal proc is from the application of the Judgements of the Just debuff rather than the Judgement itself.

Are you sure about this? I haven't looked into it myself, but that may be where some of the bug may be. But in eiher case, this should not happen either, according to the GM I spoke to.
But why doesn't the retribution spell Heart of the Crusader, proc this also? They work from the same spell, both provides a debuff etc.
In any case, JotJ does not explain why the cleave is proccing from ShoR, as this should not proc it either
