I'm not sure what the point of your post is. It kind of reads like a blog. Your item upgrades, while significant to you, really don't matter to anyone else. If there is a point you were trying to make here discussion-wise you buried so deep in useless chatter that its like the quest for the Holy Grail. Do better, please.

I got the Gloves -> Belt -> Cloak so far, going for the Chest next.
I have put off getting the T10 Shoulders/Helm as I have gotten both the offset pieces for those slots (Broken Ram Skull + Boneguard Commander) so I'm in no particular rush to spend a bunch of badges for the 2-set bonus and sidegrade items.
On the Shield Slam issue, it is my sincere hope they address the core issue of ArP in arenas rather than further lowering the damage of Shield Slam. It already scales very poorly for PvE Warriors, and really won't solve any PvP issues from what I can see without fairly large PvE implications.
I'm not sure if Blizzard has run the numbers recently, but Shield Slam without Shield Block up is actually alarmingly close to being outpaced by Devastate in terms of threat per execute. Although the damage is a bit higher, due to the bonus threat of Devastate scaling with Attack Power and the limited scaling of Shield Slam, Devastate is only around 250 TPS below Shield Slam. Even if they only touch damage, if they reduce Shield Slam's damage by around 10% it will only maintain a 222 DPS advantage over Devastate in current gear. In the case of using a 2.8s weapon, it would actually be possible for Devastate to come within 100 damage per execute of Shield Slam.
Now, obviously, the T10 2-set bonus props up Shield Slam heavily, and thus will artificially keep Shield Slam from being outpaced so easily. However, without the set bonus (and, even worse, if one is running the T9 2-set instead) it is not out of the question that someone could potentially simply revert to pretty mindless Devastate spamming for similar results. However, it seems to me that due to the impact of the T10 2-set bonus and its ability to scale Shield Slam vastly quicker than anything else that it will be a major player in PvP moreso than the actual scaling via Strength/Block Value.
Anyhow, the situation is odd.
